Genesis 49:10

לֹא יָסוּר שֵׁבֶט מִ יהוּדָה וּ מְחֹקֵק מִ בֵּין רַגְלָיו עַד כִּי יָבֹא שׁילה וְ לֹו יִקְּהַת עַמִּים
The stick-branch1362 is not turning aside from Cast, and he-who-inscribes from between his feet-pair, until that he is coming in, Shiloh.1363 And to-himself is the obedience of peoples.

From Him and To Him?

Strong’s #7886. Shilo. He whom is to him. Scholars say it is probably to be spelled שִׁיל֔וֹ. The original spelling is שילה which is a word that has to do with quietness. The letter שִׁ is sometimes used as a relative pronoun prefix attached to verbs. That in combination with the suffix לוֹ would mean whom-is-to-him.
