RBT Paraphrase:
For she is speaking, Edom we have been demolished but we are returning and rebuilding the ruins. In this way He Is of armies has spoken, "They, themselves are building, but I, myself am tearing down! And they have summoned themselves as the Boundary of a Wicked One, and the People with whom He Is has foamed in anger until the Eternal One!
Julia Smith Literal 1876 Translation:
For Edom will say, We were broken down, and we will turn back and build the wastes; thus said Jehovah of armies: They shall build and I will pull down; and calling to them, The bound of injustice, and, The people with whom Jehovah was very angry, even to forever.
LITV Translation:
If Edom says, We are beaten down, but we will return and build the ruined places; so says Jehovah of hosts: They shall build, but I will tear down. And they shall call them the region of wickedness, and the people with whom Jehovah is indignant until forever.

If Edom says, “We are shattered but we will rebuild the ruins,” the LORD of hosts says, “They may build, but I will tear down, and they will be called ‘the wicked country,’ and ‘the people with whom the LORD is angry forever.’”

Because one will say, Edom has been overthrown, but let us return and rebuild the desolate places; thus saith the Lord Almighty, They shall build, but I will throw down; and they shall be called The borders of wickedness, and, The people against whom the Lord has set himself forever.
