The phrase ואם לא ישמעו בשלח יעברו is to be understood in a literal sense. The verb ישמעו (third masculine plural imperfect of שמע) means "they will hear" or "they will obey," depending on context. בשלח is a temporal construction formed from the preposition ב ("in," "at," or "when") and the infinitive construct of שלח ("to send"), rendering "at the sending" or "in being sent." יעברו (third masculine plural imperfect of עבר) retains its basic spatial meaning, "they will pass over" or "they will cross." Thus, the phrase may be rendered literally: "And if they do not hear, they will cross over in the Sending," with no figurative sense implied.
